b64encode
       Returns a string that is base-64 encoded, or if an error occurs, an
       empty string.

SYNOPSIS
       b64encode ANY_CHARS

DESCRIPTION
       Returns a string that is base-64 encoded, or if an error occurs, an
       empty string.

RETURN VALUE
       b64encode 
	   Returns a string that is base-64 encoded, or if an error occurs, an
       empty string.
